Help i have lost my id, my birth certificate, and social security card what can i do to get a new id?

I currently live in las vegas nevada and everything i have on me was stolen , i have nothing to prove who i am and it is a pain not having a id , the problem is here in nevada it is law that you have your social security card and a original copy of your birth certificate, i was born in sacramento CA, what dio i haft to do too get a copy of my birth certificate mailed out too me, here in vegas , i was looking online and the net says that california requries a notarized stamp of who i am before they will mail one out too me. there has to be a easier way? can someone please tell me what i can do
